Moyno is Compliant with the "Buy American" requirement of the American Recovery and Reinvestment Act of 2009

On February 17, 2009, President Barack Obama signed into law The American Economic Recovery and Investment Act, to stimulate the economy through an injection on $787 billion in federal spending. Within 12 months from the date of the law taking effect, federal, state, and local governments must commit to and start construction of these infrastructure projects to qualify:

Drinking water treatment and conveyance facilities

Wastewater treatment facilities

Water recycling

Energy retrofit of federal, state, and local government office buildings

Funding is provided to support all manner of environmental infrastructure projects ranging from design and planning to construction that benefits the public.

The Buy American requirement of §1605 states:

Prohibits the use of funds appropriated or otherwise made available in this Act for a project for the construction, alteration, maintenance, or repair of a public building or public work unless all of the iron, steel, and manufactured goods used in the project are domestic. Allows waiver of this prohibition if the department or agency involved finds that:

(1) applying it would be inconsistent with the public interest;

(2) domestic iron, steel, and the relevant manufactured goods are not produced in sufficient and reasonably available quantities and of a satisfactory quality; or

(3) inclusions of such products will increase the cost of the overall project by more than 25%.

Requires publication of a detailed written justification for any such waiver in the Federal Register.
